Strip 001 — A victim says the TRPA attacked him¶
Hanrim visits a hospitalized student after reading Park Dongwon’s desperate report.
The patient is badly injured.
Hanrim introduces herself:
I’M LIM HANLIM, A FIELD INSPECTOR FROM THE TRPA.
She heard that he was attacked late at night in an alley and asks who did it.
The patient becomes enraged.
WHY ARE YOU ASKING ME THAT?!
He says the person who smashed him with a hammer claimed to be from the TRPA.
YOU DID THIS, SO WHY THE FUCK ARE YOU ASKING ME?!
Hanrim is completely confused.
Her phone rings.
Sera is calling from another hospital.
Strip 002 — Several offenders tell the same story¶
Sera says she came to meet the ringleader of a school-bullying group from a nearby school.
Someone had already shattered the young man’s jaw and left him hospitalized.
Because he cannot speak, he writes the name of the attacker.
The answer is again:

Other hospitalized bullies and students repeat the accusation.
Victims and reporters of school violence confront Hanrim and Sera. The injured people were all offenders previously named in confidential TRPA reports.
The crowd reasons that only the agency should know every target.
Unless the TRPA’s server was hacked, the inspectors themselves appear to be the most likely organizers.
Hanrim demands to know who the impersonator is:
- one person or a group,
- student or adult,
- and how they obtain the reports.
Sera decides ordinary questioning will not be enough.
Strip 003 — The victims’ phones reveal a second agency¶
Sera orders everyone to place their phones on the table.
She finds references to:

The students explain that the official agency is a godsend for victims but has only a tiny number of field inspectors.
Thousands of reports arrive, and most victims receive no immediate help.
Among young victims, rumors began spreading about another person or group operating in the region.
No one knows whether the “Second Company” is one vigilante or several.
What they know is the promise:
report a bully, and the offender will experience the victim’s pain in return.
Strip 004 — Victims prefer speed over legality¶
The Second Company responds faster and more violently than the official agency.
Online users compare the two:
- the TRPA investigates,
- the Second Company immediately beats the accused,
- the TRPA worries about procedure,
- the Second Company gives victims the punishment they emotionally want.
Supporters say the impersonator is already more popular in the region than the real agency.
When Hanrim and Sera prepare to leave, several young people plead:
DON’T PUNISH THAT PERSON!
They acknowledge that impersonating the TRPA is wrong.
Nevertheless:
IT’S THANKS TO THEM THAT WE ESCAPED HELL!
They argue that the vigilante is performing the same work as the official agency—only effectively.
Strip 005 — Sera hesitates; Hanrim draws the line¶
Outside, Sera asks whether they truly need to catch the impersonator.
The official team consists of only four people and handles barely a fraction of incoming reports. Perhaps, she suggests, the extra violence is filling a real gap.
Hanrim rejects the argument.
THIS IS CLEARLY VIGILANTE JUSTICE!
Punishing someone without investigation or due process is a crime.
The impostor is also using the agency’s name, damaging every legitimate case the inspectors handle.
They need to stop the attacks immediately.
Tracing the anonymous online identity through police channels may take too long.
Sera calls Daniel at the office and asks him to select the three most severe unresolved reports from that region.
The inspectors will stake out the likely targets before the Second Company arrives.
Strip 006 — Seo Seungcheol is tortured in an abandoned building¶
One of the selected locations is a large structure abandoned for roughly twenty years.
Locals regard it as a landmark where runaway youths, unhoused people, criminals, and delinquents gather.
Inside, a student named Seo Seungcheol is bound tightly with duct tape.
The masked vigilante lists his offenses.
For four years Seungcheol beat classmates, extorted money, tied at least one friend with tape, and uploaded the assault to social media.
FOR EVERY ATROCITY YOU COMMITTED OVER THOSE 4 YEARS…
TONIGHT, I’LL SETTLE THE SCORE!
IN THE NAME OF THE TRPA!
The vigilante prepares another round of violence.
Sera enters and agrees that Seungcheol is terrible—but not that the impersonator has authority to torture him.
Strip 007 — Sera reveals the real badge¶
Sera says beating trash like Seungcheol may feel emotionally satisfying.
Cleaning up school violence is also genuinely the TRPA’s job.
But a counterfeit officer has no right to speak in the agency’s name.
THAT’S A LINE FOR THE REAL TRPA TO SAY!
The vigilante asks who she is.
Sera eagerly produces the official badge she rarely gets to show while working undercover.
THIS IS THE REAL TRPA BADGE!
The bound bully immediately begs:
YES, PLEASE SAVE ME!
Sera tells the impersonator that the official agency is taking over.
She kneels to cut through the tape and asks why he created the Second Company.
Strip 008 — The impersonator attacks the inspector¶
The tape is wrapped so tightly that Sera asks whether anyone has a knife.
The vigilante answers by swinging a weapon at her from behind.
Sera turns in shock.
WHAT… THE HELL ARE YOU DOING, YOU KNOCKOFF?!
The chapter ends as the person claiming devotion to the TRPA attacks an actual TRPA inspector rather than surrendering authority.
