The inspectors are furious.
They ask whether a direct agency under the Minister must obey the Vice Minister when the Minister is absent.
Na says the answer is yes.
He compares the situation to a military chain of command: when the commander is unavailable, the deputy’s lawful order remains binding.
Someone suggests calling Choi in Australia or quietly giving the police the information they have gathered.
Na refuses to openly disobey.
The agency cannot defend its legitimacy by ignoring its own command structure the moment an order becomes inconvenient.
For now, they will remain in the office and process the backlog.
Strip 004 — Sera remembers letting Hansol go¶
In the hospital, Sera reads online comments.
Users say public confidence in the official TRPA has reached the gutter and ask why the agency handcuffed the person who actually helped victims.
Sera remembers meeting Hansol before she formally understood who he was.
She had found him beating a school bully.
At the time, Hansol appeared to have a reason and the punished student was clearly an offender.
Sera stopped the beating and made him promise not to repeat it.
She let him leave.
Later, he attacked her with a stun gun and nearly killed a restrained student.

Strip 005 — Sera catches the falsely accused girl¶
Near midnight, Sera leaves her hospital room while still connected to an IV stand or medical cart.
She hears movement in the corridor and follows it.
The young woman attacked by Hansol—the patient who insisted she was falsely accused—has left her bed.
The girl is moving toward a dangerous height or rooftop access point.
Sera grabs her before she can fall or jump.
The two struggle while the injured inspector tries to pull her away from the edge.
The girl finally collapses and cries:
I’M NOT A BULLY…
WHY WON’T ANYONE BELIEVE ME?
Sera asks:
WERE YOU ATTACKED BY “2ND COMPANY”?
The girl tells her everything.
Hansol accepted a false report, beat her, and allowed the public to treat the punishment itself as proof that she was guilty.
Strip 006 — Five days later, Sera creates bait¶
Five days pass.
Sera anonymously submits an urgent tip designed to attract Hansol.
The report claims an abandoned or suspicious commercial building is being used for illegal gambling and martial-arts activity. Young people are allegedly losing money, stealing from their parents, and being trapped in debt.
The location is presented as a perfect target for a vigilante seeking fast, dramatic punishment.
Hansol responds almost immediately.
He enters the building expecting offenders.
Instead, Sera waits inside.
She asks why he came and whether he expects her to arrest him.
Hansol says he also has business with the official agency.
Strip 007 — Hansol asks to be recruited¶
Hansol makes an extraordinary proposal:
RECRUIT ME OFFICIALLY.
His popularity is increasing while the official TRPA’s public approval is collapsing.
