Strip 001 — Changsung is arrested, but his name is protected¶
The TRPA and police arrest the private-loan gang.
Changsung is also taken into custody after participating in the criminal operation.
A caption says he is placed in the juvenile classification and assessment center while awaiting disposition.
News articles report the arrest of a youth loan-sharking organization.
Not one visible article identifies Changsung by name.
Lee Jun-bin notices the omission and asks Na Hwa-jin whether he arranged it.
Na admits that the agency withheld the name.
Jun-bin asks why.
Na says there were several reasons.
The main reason was not pity.
Strip 002 — Respect for the effort to change¶
Na says the decision came partly from respect.
During two years at the TRPA, he inevitably developed prejudices after seeing extreme offenders repeatedly manipulate adults and return to violence.
Some youths seem like monsters.
Others are passing through a reckless, rebellious stage.
Changsung looked dangerously close to the first category.
Na had expected him to exploit Jun-bin and relapse.
Then he watched the effort Jun-bin invested and saw that Changsung did not simply surrender to the criminal path.
The youth’s conduct remained flawed and punishable, but he was no longer identical to the person he had been.
That distinction made public branding feel unnecessary.
Strip 003 — Punishment and rehabilitation need one another¶
Jun-bin asks whether Na has found an answer to the disagreement between them.
Na says the issue is not simply right versus wrong.
The TRPA stands beside victims, intervenes, and punishes when punishment is necessary.
Jun-bin stands beside youths who may still possess a future and guides them after punishment.
IN OTHER WORDS, WE NEED EACH OTHER.
A society functions best when each institution performs the part the other cannot.
The chapter recalls the older probation officer’s frustration.
Police colleagues called him foolish for spending years and money on youths when perhaps only one out of ten would genuinely change.
Many children he cared for returned to handcuffs.
He still said that if one changed, the work was worth doing.
Without adults willing to try, the “one out of ten” becomes zero.
Strip 004 — Na accepts possibility without accepting every method¶
The older man tells young Jun-bin that whether a person changes cannot be completely controlled.
If Jun-bin becomes the one youth who does change, however, the adult will be happy.
Back in the present, Na acknowledges the argument.
Jun-bin celebrates that Na finally accepts rehabilitation.
Na immediately says he still does not fully accept Jun-bin’s methods.
Their goals overlap while their professional instincts remain different.
Na then offers to help Jun-bin obtain a form of revenge.
Jun-bin is confused because the loan sharks have already been arrested.
Na says hiding Changsung’s name served another purpose.
Strip 005 — Changsung identifies the organization behind the recruitment¶
Protecting the name was also a reward for information Changsung provided.
Na met him after the arrest.
Changsung said the recruitment was not only about money.
He suspected that the group which took over his territory may have been responsible for the detailed anonymous tip that originally allowed the TRPA to catch him.
He joined partly to investigate who had replaced him.
The group was larger and more active than expected, with branches across the country.
Na asks whether Changsung heard its name.
He did.
The organization calls itself the largest youth crime syndicate in Korea:

Strip 006 — The Busan branch becomes the next target¶
A heavyset criminal is identified as:
G.Y BUSAN BRANCH LEADER — PARK WONSUL
Na tells the inspectors that G.Y. was the organization that lured Changsung.
Sera becomes excited and calls the operation revenge.
Na says the Busan branch appears to be the immediate lead.
He orders Sera to accompany him to Busan the following morning.
Hanrim and Daniel will remain behind and handle the unresolved reports.
Daniel is paired with Hanrim for the first time in this arrangement.
She politely asks her senior to teach her well.
Daniel responds that he looks forward to working with her.
Strip 007 — A father demands an apology¶
The story shifts to an apartment building and a new case.
The father of a student named Giseok visits another family’s home.
He says the other father failed to answer calls or messages for three days.
He tries to remain controlled.
His demand is straightforward:
- the parent and son must kneel,
- apologize sincerely to Giseok,
- and promise never to bully him again.
The other father refuses.
He calls the conduct a trivial prank between children.
He says his own son is now too frightened to attend school because adults have made the matter so serious.
When Giseok’s father steps forward, he threatens to report trespassing.
Strip 008 — “Dad will protect you”¶
The bullying student watches from inside the apartment.
His father says the matter should end peacefully because it was merely a children’s prank.
He complains to building security that an outsider was allowed to reach the front door.
Then he comforts his son.
IT WAS JUST A PRANK, RIGHT?
DAD WILL PROTECT YOU.
NO MATTER WHAT HAPPENS, NO NEED TO SHRINK BACK.
The chapter ends on the parent teaching his child not remorse, but confidence that family protection can erase accountability.
Chapter-level continuity notes¶
Protecting Changsung’s identity is not the same as clearing him¶
He is still arrested and assessed. Na prevents unnecessary public branding while formal consequences continue.
Na’s position changes only slightly¶
He accepts that rehabilitation is possible, not that every offender deserves unrestricted trust.
Changsung’s information connects the rehabilitation arc to G.Y.¶
The group that exploited his former reputation belongs to the national youth syndicate already attacking the agency.
